School-Parent Compact for Achievement

Herman J. Russell West End Academy is committed to continuous two-way communication with families about students’ learning. We do so by the following:

What is a School-Parent Compact?
It is an agreement that explains how parents, teachers and students work together to make sure all our students reach grade-level standards and are successful. The compacts are reviewed and updated annually based on feedback from parents/guardians, students and teachers during the school wide Planning meeting and the Annual Title I meeting. A copy of the school-parent compact brochure is distributed to every family to use as a guide during the year.
Jointly Developed
The parents, students, and staff of Herman J. Russell West End Academy developed this School-Parent Compact for Success. Teachers identified individual needs and strategies, parents presented ideas to increase parental involvement which helps all stakeholders, and students shared their ideas for success.

Achievement Gap:
To improve overall student achievement Herman J. Russell West End Academy will focus on narrowing the achievement gap between Regular Ed students and Special Ed students.
In the Classroom
The teachers will work with students and their families to support students’ success in all content areas.
Some of our key connections with families will be:
- Parent/teacher conferences to provide the needed resources to empower parent/guardians with skills to assist their child with homework.
- Identify student’s individual needs & implement research based instructional strategies.
At Home
Herman J. Russell West End Academy parents are encouraged to become and remain actively involved in their child/children’s education.
Parents can/will:
- Participate in student’s homework activities/discussions to ensure that he/she does well on the Georgia Milestone.
- Check student’s progress on parent portal and parent/teacher conferences to ensure that my child is on target and progressing.
Our Scholars
Herman J. Russell West End Academy students regularly discuss with staff and parents’ ways they can succeed in school academically and socially. Some student ideas and suggestions are:
- Actively participate in class and work with my teachers and other resources to ensure academic success.
- Showcase my abilities to parents/guardians through projects.
- Participate in tutorials and extra- curricular activities that will enhance my ability to do well in math, science, social studies, and language arts, and promote academic excellence.

What is Title I?
Herman J. Russell West End Academy is identified as a Title I school as part of the Every Student Succeed Act of 2017 (ESSA). Title I is:
- A federally funded program which provides services to schools based on student economic needs.
- Designed to support State and local school reform efforts tied to challenging state academic standards to improve teaching and learning for students.
All Title I schools must jointly develop with all parents a written parental involvement policy.
School-Parent Compacts
As part of this plan, Herman J. Russell West End Academy and our families will develop a school-parent compact. It is an agreement that explains how parents, teachers and students work together to make sure all our students reach grade-level standards and are successful.
The compacts are reviewed and updated annually based on feedback from parents/guardians, students and teachers during the school wide Planning meeting and the Annual Title I meeting.
Parents and teachers worked diligently to create compacts that are beneficial for all. A copy of the school- parent compact brochure is distributed to every family to use as a guide during the year.
School Parent and Family Engagement Plan
What is it?
This is a plan that describes how Herman J. Russell West End Academy will provide opportunities to improve family engagement to support student learning. Herman J. Russell West End Academy values the contributions and involvement of parents to establish an equal partnership for the common goal of improving student achievement. This plan describes the different ways that Herman J. Russell West End Academy will support parent engagement and how parents can help plan and participate in activities and events to promote student learning at school and at home.
How is it developed?
Herman J. Russell West End Academy invites all parents to attend our Title I Information meeting, School Wide Planning and Budget meeting to review and revise the parental involvement policy, our school-parent compact and the parental involvement budget. Additionally, parent input and comments regarding this plan are welcome during the school year through surveys, written statements, and face to face contact. We also distribute an annual survey online and by mail to ask parents for their suggestions on the plan and the use of funds for parental involvement
Who is it for?
All students participating in the Title I, Part A program, and their families, are encouraged and invited to fully participate in the opportunities described in this plan. Herman J. Russell West End Academy will provide full opportunity for the participation of parents with limited English, parents with disabilities and parents of migratory children.
Where is it available?
The plan is posted on the school website, parent center board, sent home and hand delivered to parents, distributed at the Annual Title I meeting for review. Parents can also retrieve a copy in the Parent Resource Center and in the main office.
2025-2026 Herman J. Russell West End Academy Smart Goals
- At the conclusion of the 2026 school year, the percentage of students in grades 6th – 8th grade scoring proficient or above will increase by 5% in Reading/ELA based on Milestones Data.
- At the conclusion of the 2026 school year, the percentage of students in grades 6th – 8th proficient or above will increase by 5% in Math based on Milestones Data.
- At the conclusion of the 2026 school year, the percentage of students in grades 6th – 8th not chronically absent will increase by a minimum of 5% based on State of Georgia CCRPI guidelines.

Herman J. Russell West End Academy will host the following events to build capacity for strong parental involvement/engagement to support a partnership among the school, parents, and the community to improve student academic achievement.
Open House Meet the Counselors and Parent Liaison – July 2025
Registration, meet your child’s teacher and our friendly and helpful school staff for the year. Receive valuable information regarding school updates, as well as upcoming parental involvement activities.
Curriculum Night/Fall Festival –October 2025

Parents participate in discussions with the principal and staff regarding the school wide plan, parental involvement budget and revisions of the parental involvement policy and school-parent compacts. Parents are provided with information re: school status, staff qualifications, volunteer activities and community and business partners.
